Scott Pillath, CEO & Principal Consultant
Scott brings over 36 years of leadership experience in the U.S. military and federal government, having served in critical roles at CBP, NOAA, USDA, NIH, BLM, and more. With a background in logistics, acquisitions, enterprise IT, emergency management, and strategic planning, Scott has led initiatives valued at billions of dollars, managed global operations, and advised senior leadership at the Pentagon, DHS, and Capitol Hill.
He holds an M.S. in Cybersecurity, numerous IT and PM certifications (TOGAF, FAC-P/PM Level III, COR III, Six Sigma Black Belt), and is currently completing his Doctor of Public Administration (DPA) at Liberty University with a 4.0 GPA. His research and mission are aligned: to make federal, state, and local governments more ethical, efficient, and effective in serving the public.

Sheila Pillath, MSW – Vice President of Nonprofit Strategy
Sheila is a trusted leader in nonprofit development, fundraising, and community transformation. With over 25 years of experience, she currently serves as Vice President of Development for the Community Foundation & United Way of Volusia-Flagler Counties, where she leads a $2M+ annual fundraising strategy, creates donor engagement pathways, and launches high-impact campaigns.
She holds a Master of Social Work from Virginia Commonwealth University and a Bachelor’s in Social Work from Concord University, with minors in Political Science and Psychology. Sheila has successfully led multi-phase capital campaigns, partnered with governments for infrastructure development (FEMA, VDEM, VDOT), and built resilience programs that serve thousands of vulnerable residents — even during crisis periods like the COVID-19 pandemic.
